James L. Bass Legal Scholarship 2025

Description

With an active law career that spanned more than 70 years, James Bass helped secure funds for rural telephone systems to bring modern telephone service to rural areas. He was pivotal in the creation of NTCA – The Rural Broadband Association, where he served as one of the organization’s earliest Presidents. Mr. Bass continued his leadership with service for more than 50 years as legal counsel, guiding NTCA through many challenges and opportunities. Recognizing Mr. Bass’s impact to the industry and his passion for the legal profession, the NTCA Board established a scholarship for students entering their first year of law school and who have an interest in rural communities.

Recognizing Mr. Bass’s impact to the industry and his passion for the legal profession, the NTCA Board established a scholarship for students entering their first year of law school and who have an interest in rural communities.


The James L. Bass Legal Scholarship will be awarded in the Spring of 2025 and be at least $5,000.

Selection Process

Applicant must be entering their first year of law school.


All applications will be reviewed, and the recipient will be selected by a qualified selection committee.


Terms and Conditions:

  • The scholarship will be awarded on a one-time basis and will not be renewable. The scholarship cannot be deferred.
  • The award will be paid upon proof of enrollment and registration at a law school. The award will be paid directly to the educational institution the student will attend.
  • The scholarship will be awarded without regard to race, ethnicity, national origin, religion, gender or disability.
  • Incomplete applications will not be considered.
  • The recipient will be notified in May/June 2024.
  • The awardee will forfeit their scholarship if mandatory paperwork is not received by FRS within 60 days of notification that they have been selected.
