STEP ONE: PRE-QUALIFICATION

Welcome to Step One of the Wings Over America Scholarship Foundation (WOASF) application process: Pre-Qualification.

The Pre-Qualification process determines whether an applicant meets the basic eligibility requirements for both WOASF and administered scholarships.

During this step, applicants will provide information to establish:

  • Dependent status

  • Sponsor eligibility and time in service, including a minimum of eight years of qualifying service within U.S. Navy aviation and eligible subordinate commands

Supporting Diverse Educational Paths

Scholarships are available for:

  • Trade & Technical Schools and/or Certification Programs

  • Community college - AA / AS / AAS / AGS

  • Four-year colleges and universities - BS / BA

  • Tuition and mandatory fees only

Who Is Eligible to Apply?

Scholarships are available to dependent children, grandchildren, and spouses of U.S. Navy aviation personnel, both enlisted and officer, who are:

  • Active duty

  • Retired

  • Honorably discharged

  • Deceased

Dependent Children and Grandchildren

Eligible dependent children and grandchildren include unmarried, natural-born, adopted, or stepchildren who are 23 years of age or younger during the application year and are either:

  • Graduating high school seniors, or

  • Currently enrolled in college or trade school

Minimum GPA Requirements

Applicants must meet the following minimum cumulative GPA requirements:

  • High School: 3.0

  • College Freshman: 2.5

  • College Sophomore, Junior, or Senior: 3.0

  • Military Spouse: 2.5

Pre-Qualification Deadline

The pre-qualification form must be completed and submitted by February 1 at 5:00 PM EST.

No exceptions will be made to the application deadline.

Sponsor Time-in-Service Requirement

The applicant's sponsor must have completed at least eight (8) years of qualifying service within the U.S. Navy aviation community.

Qualifying service may include:

  • Active-duty service

  • ADSD (Active-Duty Special Duty), including reservists called to full-time duty for a specified period within an aviation or subordinate command

  • A combination of active-duty and ADSD service

Qualifying periods of service do not need to be consecutive.

Time spent in flight school does not count toward the eight-year requirement.

Qualifying Commands

The applicant's sponsor must have served within the U.S. Naval Aviation community, including subordinate activities and commands—both ashore and afloat—whose primary mission supports U.S. Naval Aviation.

Qualifying assignments may include:

  • Aviation squadrons, both manned and unmanned

  • Aircraft carriers

  • Aviation wings and staffs, including CNATRA

  • Naval Air Systems Command (NAVAIR) headquarters staff, Program Executive Offices (PEOs), and subordinate commands

  • Naval Air Stations, when the sponsor's assignment directly relates to aircraft operations; additional documentation may be required

  • Non-aviation activities, when the sponsor's billet directly supported the operation, equipping, instruction, or training of aviation assets under Commander, Naval Air Forces; additional documentation may be required

Applicants Who Previously Pre-Qualified

Applicants who pre-qualified during a previous scholarship season must still complete Step One: Pre-Qualification by February 1 at 5:00 PM EST.

However, returning applicants who have previously pre-qualified will not be required to re-enter sponsor command information or upload eligibility documentation.

Applicants with a Previously Pre-Qualified Sibling

All applicants must complete Step One: Pre-Qualification by February 1 at 5:00 PM EST.

If an applicant's sibling has successfully pre-qualified within the past five years, the applicant will not need to enter sponsor command information or upload eligibility documentation, with the exception of proof of sponsor dependency.

If the sibling's pre-qualification occurred more than five years ago, the applicant will be required to provide sponsor command information and all applicable eligibility documentation.

About Wings Over America Scholarship Foundation

Our Mission

Our mission is to honor the service of Navy aviation families through educational scholarships.

Wings Over America Scholarship Foundation (WOASF) provides post-secondary scholarships to dependent children, grandchildren, and spouses of U.S. Navy personnel—both enlisted and officers—who are active duty, retired, honorably discharged, or deceased, and who have completed at least eight years of service in Navy aviation commands.

Scholarship recipients are selected based on academic achievement, community involvement, extracurricular activities, and character.

Eligible Education

WOASF scholarships may be used for tuition and mandatory fees at accredited institutions offering:

  • Trade school or certification programs

  • Community college

  • Four-year undergraduate college or university programs

Scholarship funds are limited to tuition and mandatory fees.

Applicants are not eligible if their tuition and mandatory fees are already fully covered by other sources, including institutional scholarships, ROTC scholarships, Post-9/11 GI Bill benefits, or Yellow Ribbon benefits. Students attending U.S. service academies are also ineligible.
