Available Scholarships
The Foundation for Natural Resources and Energy Law (the “Foundation”) has several scholarship programs. Students may complete one application to apply for all these programs, although students should pay special attention to the criteria for each scholarship and address those criteria in the application, if applicable. The General Criteria apply to all our scholarship programs, but certain scholarships other than the more general Foundation and Legacy Scholarships may have additional criteria. Please make note of that criteria when you indicate which scholarships you are applying for and address the criteria in your application.
Foundation Scholarships and Legacy Scholarships. All students who satisfy the General Criteria above are eligible for Foundation Scholarships or Legacy Scholarships. One designated scholarship will be awarded to honor David P. Phillips, former long-time executive director of the Foundation.
The Frances Hartogh Diversity Outreach (FHDO) Scholarship funding will be used for the applicant’s living expenses (exclusive of tuition and fees). A student may receive a FHDO Scholarship in addition to a tuition only scholarship. Applicants for this scholarship must be a member of a group (other than a gender-defined group) that is principally based in North America, Central America, the Caribbean or South America (the Americas) that historically has been significantly deprived of equitable access to land-based resources in the Americas.
Mary A. Viviano Scholarship will be awarded to an applicant who meets the General Criteria above, with preference given to female students.
Charles Edgar “Chuck” Moran Scholarship will be awarded to an applicant who meets the General Criteria above. For this scholarship preference will be given to a student who will be attending The University of Tulsa College of Law during the upcoming academic year and/or a student interested in pursuing a legal or other professional career in oil and gas or energy law.
The Richard H. Bate Scholarship will be awarded to an applicant who meets the General Criteria above. Students who demonstrate an interest in the practice of oil and gas law and/or students attending the University of Denver Sturm College of Law may be given preference for this scholarship.
Catherine J. Boggs Scholarship will be awarded to an applicant who meets the General Criteria above. For this scholarship preference will be given to students who demonstrate an interest in international natural resources law broadly defined and/or female students.
All scholarships, other than the FHDOS, must be used for tuition only and must be paid directly to the student’s law school. As noted above, an FHDO Scholarship award will be used for living expenses and may be awarded in addition to a tuition only scholarship.

Selection Process
Eligibility
Law students are eligible for scholarships who will be enrolled full time at a Constituent Law School of The Foundation for Natural Resources and Energy Law (the Foundation) during the 2025-26 academic year, and who demonstrate a commitment to the study of natural resources or energy law, which includes for purposes of this application oil and gas law, mining law, renewable energy or electricity law, public land law, water law, environmental law, and related areas of Indian and Indigenous Peoples law, and international law. The Constituent Law Schools (CLS) are listed below. Although the amount of scholarships range from year to year, last year The Foundation awarded over $276,000 in scholarships and scholarship awards ranged from $2,000 to over $10,000. Since the inception of the scholarship programs, The Foundation has awarded over $4.4 million in student scholarships.
General Criteria
All applications will be evaluated by The Foundation’s scholarship committees according to an established set of criteria that include:
The potential to make a significant contribution to natural resources and/or energy law
Academic ability
Leadership ability
Year in law school
Financial need
Foundation Student Membership (which is free)

About the Foundation for Natural Resources and Energy Law
The Foundation for Natural Resources and Energy Law is an educational, non-profit organization dedicated to the scholarly and practical study of all aspects of natural resources and energy law. We value collegiality and bring together lawyers, professionals, academics, and students to learn and network in a supportive environment where all participants are valued.
The Foundation for Natural Resources and Energy Law is dedicated to supporting law students through a variety of impactful scholarship programs at its Constituent Law Schools. Among these, the Foundation Scholarships, established in 1993 and funded by unrestricted resources, stand out, including scholarships honoring the legacy of the former long-time Executive Director, Dave Phillips. Additionally, the Foundation administers endowed restricted scholarships, paying tribute to the memories of Dick Bate, Mary Viviano, and Chuck Moran. The Legacy Scholarship Fund ensures sustained educational support, while a scholarship in honor of Cassie Boggs adds to the Foundation's commitment. Furthermore, the Frances Hartogh Diversity Outreach Scholarships (FHDOS) cater to living expenses for students at CLS, exemplifying the Foundation's dedication to diversity.
Lastly, Diversity, Equity and Inclusion scholarships target JD students at any accredited law school who identify as Black, Indigenous, Latino or Latina, Asian-American, Pacific Islander, or other persons of color. Collectively, these scholarship initiatives underscore the Foundation's mission to foster inclusivity, diversity, and academic excellence in the legal field.
